Child and Family Opportunities operates Early Head Start programs to provide services that empower families to support the optimal growth and development of their infants and toddlers.  Early Head Start encompasses a comprehensive range of services, including child and family development, health and nutrition, and community partnerships.  CFO operates center-based Early Head Start programs in Machias, Jonesport, and Ellsworth, serving infants and toddlers in full-day, year-round child care centers.  In partnership with local family childcare providers, CFO also supports infants and toddlers in home-based settings in Ellsworth, Trenton, Lamoine, and Hancock.

Current research regarding brain development during the first three years supports the principles that form the foundation for Early Head Start.  CFO’s Early Head Start programs support each child’s physical, social, emotional, cognitive, and language development through early education experiences in a variety of settings.  Recognizing that parents are children’s first and most important teachers, Early Head Start staff creates individualized plans with families that promote partnership and the strength-based development of child and family goals.  CFO staff work together with parents and community groups to advocate for services within communities that strengthen families.  All Early Head Start staff receives ongoing training and professional development opportunities that increase skills in developing caring, supportive relationships with children and families.

CFO Early Head Start programs strive to provide all enrolled children and families with continuity of care that supports the development of strong, stable relationships between caregivers and children.  One consistent caregiver taking the lead in caring for a particular child and working with the child’s family characterizes CFO’s system of primary caregiving.  Multi-aged groupings ensure that a children and families are with a consistent group of caregivers throughout their Early Head Start program.  Each group of infants and toddlers does not exceed 8 children, with 2 caregivers.  This type of relationship and attachment promotes infants’ and toddlers’ healthy growth and development, while strengthening trust between Early Head Start staff and parents.
